Kentucky Throws Money At ZAP and EVs

Zap XebraZAP, the California company that produces the funky three-wheeled Xebra electric vehicle, reportedly breaks ground Thursday on a 1-million-square foot factory in Kentucky that company officials say will crank out as many as 100,000 EVs a year.

Gov. Steve Beshear hailed ZAP's move to the Bluegrass State and said it would bring 4,000 manufacturing jobs to Simpson County within four years. The state ponied up $48 million in tax incentives to convince ZAP and its manufacturing partner, Integrity Automotive, to build the plant in Kentucky. 

"This represents an investment not only in Kentucky's economy, but also in the future of this country," the governor said in a statement. "The long-term security and economic health of this nation depends in part on its ability to become energy independent. This plant, and the vehicles it's designed to produce, could be an important part of that strategy."

Parole credit policy goes before circuit judge

Kentucky's plan to apply some inmates' time served on parole toward fulfilling their sentences goes before a circuit court judge on Wednesday.

Judge David A. Tapp is expected to hear additional arguments on whether the General Assembly's plan to help reduce the state's soaring prison costs is legal. Commonwealth's Attorney Eddy Montgomery has filed a lawsuit asking the judge to block the plan.

Earlier this month, Tapp issued a temporary restraining order blocking the state from applying the provision to inmates convicted in his three-county district that includes Pulaski, Lincoln and Rockcastle counties.

Kentucky lawmakers, faced with soaring prison costs and an estimated $900 million two-year drop in revenue, authorized the proposal as part of an $18 billion two-year budget bill earlier this year. The state now has more than 22,000 prison inmates.

So far, more than 2,400 inmates or parolees have benefitted from the plan.
